Cumberland Regional Development Corporation/Housing
CRDC works with HUD, THDA, Federal Home Loan Bank & USDA Rural Development to create low cost affordable housing. The HUD 202 housing units are for senior citizens 62 years of age or older and are funded by HUD through the Section 202 program. The HUD 811 housing units are for those persons with verifiable disabilities and are funded by HUD through Section 811 program. Farm Labor housing units are for those individuals that are employed in the agricultural sector. We currently have complexes in the following counties in the State of Tennessee: Anderson, Cannon, DeKalb, Fentress, Macon, Monroe, Morgan, Putnam, Smith and Warren.

TACIR - Tennessee Advisory Commission on Intergovernmental Relations collects annual information on Infrastructure Needs within each of the Development Districts Statewide. This collection focuses on two differing data fields:
1. Schools Needs-any need over $50,000 (except technology-no lower limit)
2. General Needs-any non-rolling stock needs over $50,000 (water, sewer, public buildings, etc.)
The data is collected and input into a data system for use in allocation and needs assessments.

Rural Planning Organization (RPO) - UCDD contracted with the Tennessee Department of Transportation to establish two Rural Planning Organizations in the Upper Cumberland Region. The Rural Planning Organizations are responsible for transportation planning for the 14 counties in the Upper Cumberland area. The Dale Hollow RPO includes the counties of Clay, Fentress, Jackson, Macon, Overton, Pickett and Smith. The Center Hill RPO covers Cannon, Cumberland, Dekalb, Putnam, Van Buren, Warren and White counties. They are Coordinators between the county officials and the Department of Transportation, and consist of a Technical Committee and an Executive Board. The Executive Board members are the elected officials from each county, and they appoint members of the Technical Committee. 502 Home Loan - This federally subsidized home loan program
is designed to help low to 80% of area median income families realize the dream of affordable housing. Loan rates range between 1% to 4.75%. Most homebuyers purchase with no down payment. Homes selected must meet HUD guidelines for energy efficiency and quality to protect the homebuyers from high energy and maintenance costs. In general, the income guidelines range from $15,000 to $40,000 for a household to qualify. A typical family of three earning $20,000 per year, if eligible could have a payment as low as $325 per month on a $100,000 home.

Homeless Prevention and Rapid Re-Housing Program (HPRP) This program is funded by the American Recovery & Reinvestment Act of 2009. It provides financial assistance to those at imminent risk of being homeless, by quickly moving them into a shelter or a place to live. The program also provides case management for the participants. To be considered for the program each person must be assessed to prove sustainability.
The program is designed to stabilize housing for the homeless and to reintegrate them into their communities. The program is designed around the concept that reintegration leads to social productivity.

Homebuyers Education Class - HBE consist of teaching and training new homeowners methods to keep the American dream of home ownership. This 8 hours class teaches money management techniques, credit management, and ways to spot and prevent fraudulent lending techniques. This class attempts to empower the participant while maintaining their new investment.

Homeless Management Information Systems - HMIS is a referral and services tracking system for those persons and families in need. The system allows case managers to monitor services to both individuals and families. This allows providers in the areas covered to systematically plan and manage in-need populations.

Upper Cumberland Continuum of Care - the CoC is an affordable housing planning organization focused on ending homelessness in the Upper Cumberland 18 County Region. The continuum is made of multiple non-profit, non-governmental and governmental organizations that seek the common goal of housing for all. The CoC applies for and receives monies from varying funders for a myriad of homeless activities including but not limited to case management, homeless prevention, homeless rapid re-housing and low cost affordable subsidies housing.
