Data Survey Annual surveys are conducted to determine infrastructure needs for counties, cities and local education agencies. The Tennessee Advisory Commission on Intergovernmental Relations contracts with the Upper Cumberland Development District to implement this program as established by the 99th Tennessee General Assembly. The Tennessee General Assembly adopted the Public Infrastructure Needs Inventory Act in April, 1996. This act required the Development District in the State, working under the leadership of the Tennessee Advisory Commission on Intergovernmental Relations, to compile and maintain an annual inventory of needed public infrastructure within the state. Work began in, March, 1998, collecting information from County Executives, Mayors, Road Supervisors, Utility Districts, Planning Commissions, Rural Development Committees, Housing Organizations, and School Superintendents in the district. The emphasis for the coming year will be on reviewing and updating the existing inventory for completeness and accuracy. The Tennessee General Assembly adopted Public Act 1101 in 1998. This act established a requirement that all local governments in Tennessee implement a growth policy for their jurisdictions. In addition, the law provided new regulations concerning annexation and establishing new cities in Tennessee. The UCDD staff will be involved in working with a number of Upper Cumberland cities and counties in fulfilling the requirements of this legislation. This program is also implemented under leadership of the Tennessee Advisory Commission on Intergovernmental Relations.
